there’s a lot of collateral damage blocks even in tier 0. even the 100% blocklist has some non-starters, pawoo for instance DOES moderate their instance reasonably, they just don’t care about complaints written in english because people went out of their way to poison the well by reporting artwork as CSAM repeatedly, then got mad when they reported actual CSAM for once and got ignored for a little bit. In other words, take other people’s block lists with a grain of salt unless they give actual screenshot examples of the posts an instance got blocked over.
