Probably the publisher. I think it costs a monthly fee to maintain on their end, so once the peak piracy / sales period ends almost every game has it removed.

As someone who once had to work with Oracle databases and licensing as a part of their job, i will never willingly use another Oracle product.

I kinda like this theory. The temporal wars are still affecting the timeline, but time is pushing back to repair the timeline. In-universe reason to both retcon and act as a story element as well (with hopefully a Wesley Crusher appearance at some point?)
