How is it legal to make up a fee then offer a paid membership to avoid the fee you just made up? How is that different from the mob guys that would collect your “insurance” membership so that you didn’t incur a “business burned down” fee?
It would only work if enough people do it to show up on their metrics.

Google already has trouble with support, if they have a million lightly befuddled users who are getting blocked and “don’t know why”, that will be a problem for Google.

I think I just need a general overview. Something about the concept isn’t clicking for me, and it makes it hard for me to learn how to use it when I fundamentally don’t get it. Is there a really good “Introduction to Docker and the tools people use with it” that I haven’t found?

If you didn’t ban everyone, but just started interpreting things people said with the most uncharitable interpretation you can imagine, then banned them for the things you twisted them to say, you could probably continue that forever. Reddit will always give the mod the most charitable interpretation because that requires the least work, everyone who complains against your capricious bans would just be banned by the admins for harassing you.
