My limited experience is that’s often how it ends up. There’s some fun stealth elements, but at least for an average skilled newcomer, there was so much randomness to NPCs that without overly metagaming, probability of shootout on most levels approached 1.
Additionally there were definitely wave shooter game modes (defend your safehouse), but they always felt more like a mini-game than a part of the intended core experience
Payday 3 seems to be abandoning most of the mechanics that 100% force loud like concealment so the horde shooter part is more likely to be the “plan B”
But of course public games will be public games, so unless you’re playing with friends expect that some people will either just suck at stealth or just “didn’t queue up razormind so that they could rob a bank quietly”
