The main criticism about using the civil service for this strikes me as wrong. This is future planning for a possible outcome. It’s what the civil service does. They’ve got experts in the areas that things like this will touch upon who you want to be the ones making these kinds of plans. If you don’t have people with in-depth knowledge and just Ministers making declarations you end up with the Brexit omni-shambles.
